Who should serve the south barrier island with water and sewer utilities?

In order to assume water and sewer service to the south barrier island, the Indian River County Commission is proposing to buy utility infrastructure owned by the City of Vero Beach.  The county would then bore under the Indian River Lagoon to connect the south barrier island to the county’s mainland-based utility system.  The total cost of buying the city’s south barrier island infrastructure and boring under the lagoon has been estimated at a minimum of $10 million.
