Vero Beach Police Captain takes job in Fellsmere

In a move that will surely alter the budget equation for the Vero Beach Police Department, number two in command, Captain Keith Touchberry, accepted the position as Fellsmere’s Chief of Police.  Touchberry’s appointment, effective September 23, was announced yesterday by Fellsmere City Manager Jason Nunemaker.

Supporters and critics alike have suggested Vero Beach’s Police Department is top heavy.  Just last year, City Manager Jim O’Connor attempted to implement rank reductions as a way of cutting costs.  Touchberry’s move to Fellsmere, though seen by many as a loss for Vero Beach, will enable Chief David Currey and O’Connor to further streamline the command structure in the department.

By eliminating one of two captain positions, as Chief Currey proposed in anticipation of a captain’s retirement in two years, Touchberry’s $87,325 salary plus benefits would more than cover the cost for at least two of the positions still proposed to be cut from the 2013/2014 budget, a records clerk and a crime scene technician.  Some have been concerned that the elimination of these positions would reduce time on patrol for sworn officers.

In a prepared announcement issued, Friday Nunemaker wrote, “After 19 years of service to the City of Fellsmere, 7 serving as Police Chief, Scott A. Melanson will be retiring from the City effective September 23rd. The City owes a debt of gratitude to Chief Melanson for his dedication throughout his years of service. As City Manager, it has been a pleasure working with Scott and I wish him the best in his future pursuits.”

Nunemaker added, “Mr. Touchberry has over 24 years of law enforcement experience and is a greater Fellsmere resident. We look forward to welcoming Keith aboard and joining the management team.”

Considering the added stress Mr. Touchberry and other members of the VBPD have been under since the restructuring of the department – and possible future down-sizing, I’d say he made a good decision to apply for and accept the job. Thank you for your service to Vero Beach, Captain Touchberry, and our best wishes to you at your new post.

  2. Congratulations, Tea Party and pro FP&L sale people. You just lost another quality employee with incredible institutional memory. You do realize that these people really ARE irreplaceable, don’t you?

  3. Might I suggest that you take half of Keith’s salary and hire two code enforcement officers so that we can do a little better than having a complaint based code enforcement division. Apathy is not going to
    solve the violation problems.
