Richard Winger, who is running for a second term on the Vero Beach City Council, sat down with Inside Vero editor and publisher Mark Schumann to discuss what he believes are the three most important issues in the minds of voters voters.  After visiting with some 800 homeowners in neighborhoods throughout the city, Winger said the city’s residents and taxpayers want their leaders to conclude the sale of Vero Electric, preserve what is special about Vero Beach and take whatever measures are necessary to save the Indian River Lagoon
