Vero Beach’s representative of the Florida Municipal Power Agency board, Councilwoman Pilar Turner, receive a response from the FMPA today to her public records request for documents relating the the agency’s $52 million valuation of its offer to take on Vero Beach’s power entitlement shares through Dec. 31, 2017.
In his response to Turner, FMPA assistant general counsel, Jody Finklea, offered a three-page letter from nFront Consulting. The report outlined more than a dozen factors considered in the valuation. “The above described analyses identify that a reasonable estimate of the potential exposure to higher costs is $52 million.
Finklea indicated other records may be made available, pending a review of documents that may include information trade secrets, confidential proprietary business information exempt from Florida’s public records laws.
Below is Finklea’s letter to Turner, and the nFront summary report.

Between City Councilperson PilarTurner and County Commissioner Tim Zorc why do we have a City Council involved in this sale? They seem to know how they want to deal with FMPA . I just wonder who gives them the direction to do this? Just asking.
Soon after Pilar Turner’s having receiving this nFront report, the results of which were probably not at satisfactory to her, Vero Beach 320632 reporter Lisa Zahner made a public records request of the FMPA. Zahner wants to see the billing records from nFront Consulting. She probably hopes to make a case that the $52 number was arrived at in a dart game. What Zahner will likely learn is that, in addition to FMPA staff time, the consulting firm put in scores of hours, all at the expense of the FMPA, and no at the expense of Vero Beach. I have requested the same information Zahner is looking for, as well as additional information. If she blows the truth out of proportion, I will report accordingly.
