A number of civic activists, most notably Mark Mucher and Charlie Wilson, have taken to popping up like Jack In The Boxes during meetings of the Vero Beach City County and the Utilities Commission.  As a result of their frequent sharing of comments, observations, suggestions and sometimes bizarre advice, the two court jesters often wind up having more to say during public meetings than to the people’s elected officials.
