Vero Beach city council candidate Charlie Wilson’s landlord, Paul Schwambeck, wrote a letter to City Clerk Tammy Vock Aug. 5 vouching for Wilson’s city residency.  In his letter, Schwambeck wrote that he gave Wilson keys to a leased apartment at 2134 18th Avenue on August 20, 2013.  That same day, Schwambeck wrote a note on a rent receipt indicating

Wilson would be required to pay an additional $1000 prior to taking occupancy of the apartment. According to rent receipts, Wilson made a payment of $500 on Aug. 19 and a final payment of $500 on Sept. 19. The utilities at 2134 18th Avenue were also transferred into Wilson’s name on Sept. 19.

When contacted by Inside Vero last week, Schwambeck said he could not remember when Wilson occupied the apartment but said that it was “well before Sept. 19.”

In his letter to Vock, Schwambeck also offered an explanation for why the utilities at 2134 18th Avenue were not placed in Wilson’s name until Sept. 19, the same day Wilson made the last of three rent installments.  “Further, I gave Mr. Wilson permission to continue to reside at 2134 18th Avenue with the Electric under my name until it could be transferred which was done in September,” Schwambeck wrote.

In an earlier letter to Vock, Wilson offered a different explanation, writing, “It should be noted the landlord owner of this property kept the utility in his name until the end of his billing period.”

According to a spokesperson for the City of Vero Beach Utilities Department, Sept. 19 was not the normal end of the billing cycle for 2134 18th Avenue.  Instead, they said, the utilities were transferred into Wilson’s name on the 19th because of a “move in.”
