Frost’s residency claims raise questions about his continued homestead expemption

Though Karen Diseny-Brombach dropped her circuit court lawsuit challenging Indian River County School Board member Shawn Frost’s residency qualifications, a separate complaint is still before the Florida Elections Commission.  In its consideration of the complaint, the Commission will have before it a number of facts and key dates.

In February of 2014, Frost registered to run as a candidate for the District 2 seat on the Indian River County Commission. Frost gave as his address 6350 65th Street, property that is, in fact, unimproved pasture land.  Frost later withdrew from the County Commission race.

In May of 2014, Frost filed to run for the District 1 seat on the Indian River County School Board. At the time, he claimed to be living above the garage in a home his father owned located at 6700 77th Street.

In November of 2014, a property tax bill, including a homestead exemption, was issue to Frost for a home he owns located at 1301 38th Avenue. According to a spokesperson with the Property Appraiser’s Office, Frost has yet to give notice that he no longer occupies or intends to occupy the property.

Frost and his wife, Renee, who supposedly are now living in District 1, own the home at 38th Avenue, as well as a home at 945 35th Street. Though Frost claims 1301 38th Avenue is no longer his legal address, the property remains homesteaded.  According to Property Appraiser records, 1301 38th Avenue is also the address of record for Frost’s 35th Street property.

According to Florida law, for someone to qualify for a homestead exception, they must either occupy the subject property or have an intent to occupy the property. Presumably. Frost’s intent it to occupy the District 1 Seat on the Indian River County School Board.  His homesteaded property, though, is located in District 3.

Frost 5BAs questions continue to be raised about District 1 School Board victor Shawn Frost’s residency qualifications, it has now come to light that in February, as a candidate for the District 2 county commission seat, Frost gave as his legal residence unimproved pasture land located 6350 65th Street.

Frost withdrew from the county commission District 2 race in late February to challenge incumbent Karen Disney-Brombach for the District 1 school board seat.

Now Frost says he is living above the garage in a home his father, Donald Frost owns, or owned, located at 6700 77th Street. On Aug. 14, Frost wrote an email to InsideVero indicating his father owns the property. Now Frost is saying his father sold the property to an out-of-town buyers who is leasing it back to Frost. The property has been under a contingent sales contract since July 17, but has not yet sold.  Frost’s father remains the owner of the property.

Interestingly, the listed owner of the pasture land located at 6350 65th Street, Melissa Dean, received her most recent property tax bills at 6700 77th Street, the same address Frost now claims as his legal residence.

Frost 4According to Karen Disney-Brombach, her husband filed a complaint Monday with the Florida Elections Commission, regarding Frost’s claim to have established legal resident in District 1, while his wife and children continue to live in his homesteaded property located in District 3.  In the span of six months, Frost claims to have been a resident in three of the county’s five voting districts.

Had Frost remained in the District 2 county commission race, he might have even more questions to answer.

  1. Shawn Frost’s new campaign song starts like this. “Oh give me a home where deer and the antelope roam”. Who needs a house anyways?

  2. Whose telephone number did he use? Is there a penalty for giving false information when qualifying to run for the school board?

  3. I wonder if anyone in David Nolte, Property Appraiser’s office is on to this? Just asking. I think is is a bigger crime to mess with the homestead law than it might be to mess with an elections law.
