Indian River County School Board member Karen Disney-Brombach filed a circuit court case today challenging Shawn Frost’s residency qualifications to serve District 1 on the Indian River County School Board.
With heavy support for state and national school-choice organizations, Frost defeated Brombach in the August 26 primary. Much of Frost campaign funding, as well as the funding for political action committees that focused their efforts on attacking his opponent, came from the Florida Federation for Children and the American Federation for Children.

The groups targeted Brombach, the president of the Florida School Board Association, because of the Asssociation’s opposition to expanding Florida’s voucher program.
Brombach is asking the court to disqualify Frost because, she contends, he did not meet the legal requirement to have established residency in District 1. “At the time Frost was required to qualify for the District 1 Seat on the Indian River County School Board he was not a resident of District 1,” Brombach’s suit alleges.
“When Frost was required to qualify for the District 1 Seat on the Indian River County School Board, Frost indicated that his homesteaded property was in District 3,” the suit continues.
Brombach also points out in her suit that “prior to running for the District 1 Seat on the Indian River County School Board, Frost filed to run for the District 2 Seat on the Indian River County Commission and listed as his address a vacant pasture.”
Brombach is asking the court to issue a temporary injunction preventing Frost from being sworn in as a member of the School Board until the charges agains him can be adjudicated.

Kudos to Karen Disney-Bromach for filing her law suit, she is an excellent role model for the school children of this district. There should never be an occasion when someone who has disrespected the rule of law holds public office. This is especially true in regard to the school board.
I have a friend who is with the Florida Department of Law Enforcement who told me that in his decades of law enforcement that he has never seen even one voter fraud complaint. Now in just a matter of months Indian River County has produced three such cases. This is not a statistic that anyone in this community should want to happen in our community.
