After spending more than $400,000 to get its way with South Daytona Beach voters, and after contributing nearly 90 percent of the $110,000 raised by the now disbanded Citizens for a Brighter Future, Florida Power & Light appears to be the financial force behind a campaign to re-elect Vero Beach City Councilwoman Tracy Carroll.
Post cards endorsing Carroll began arriving in mailboxes across the city today, all paid for by a new electioneering communication committee, Citizens for a Better Future. This new Glenn-Heran-controlled and FPL-financed committee replaced the previous political action committee, Citizens for a Brighter Future. Though that PAC had nearly $40,000 in its account as of Aug. 20 of this year, it was not the kind of committee that could, by law, endorse candidates.
From Aug. 21 through Sept. 11, Citizens for a Brighter Future emptied its bank account by paying invoices Glenn Heran has said were left over from the March referendum on the sale of Vero Electric. Those invoices
included a current list of registered voters in Vero Beach, purchased Sept. 10. SEE EARLIER STORY
Heran’s new committee sports a logo virtually identical to the logo for the now disbanded Citizens for a Brighter Future.
Heran’s group filed its first financial disclosure statement with the City Clerk’s office today, revealing just $15 in expenses and $5,100 in contributions, $100 from Heran and $5,000 from FPL.

Gee. Never would have seen that one coming. And they wonder why we are suspicious of FPL when they are consistently hiring puppets to spread lies. A junior high school student council could have done a better job with this attempted sale to FPL. Thank you Mr. Heran for living down to our expectations.

After receiving this piece of trash in the mail, my first thought was “So THAT’S what Heady meant by liars, cheats, and thieves! How Heran and FPL get away with this behavior, I don’t know. Anthony, my hubby attended the Heritage Center affair and was glad he did. I suppose a highlight (entertainment-wise) was when Mr. Heady, instead of answering a question, decided to get up and storm out. I’ve been trying to remember–what City Council member did a similar disappearing act during a meeting? Was it Mr. Fletcher? Anyway, Odessa is correct – WE will pay a franchise fee in our FPL bill (if/when) and the 6% will go to the City, I assume – county residents’ ff will go to the County. This is pretty crazy, eh, Ed Taylor? All the talk about previous Councils making for a doomsday scenario, and here we have a monster-big company, with the help of a handful of con artists, on the verge of reducing this place to something akin to Petticoat Junction.
Odessa, you must remember, FPL knows that these slick mailers will soon be in the hands of all the low information 32963 zip code voters who have never seen Tracy Carroll hold up the code book.
If the highlight was a candidate walking out, how enlightening could it have been. If it was streaming, I could watch for myself, like I did the 32963 event. But so far, I can’t find it. I’ll check youtube.

Tracy Carroll, a “no show” at the insidevero roundtable discussion. What a surprise. She obviously does not want to answer certain questions . She has no believable answer as to why she tried to do away with the popular dog park . She has no believable answer as to why she voted against a simple proclamation for Humanist Week. What it did show was her bigoted mindset toward certain religious groups . This is wrong and is UNAMERICAN to it core. For this alone she must be defeated,but there is more to the Tracy Carroll saga, If she is not stopped , her short term rentals will change the Vero we know and love ;her LEGACY will be the destruction of our neighborhoods and the peace and tranquility that sets Vero apart from other cities. Remember when you accept large contributions from outside sources they “own “you. You then become nothing more than a puppet on a string. PS – I voted for her the last time she ran ; I will not make the same mistake again.
bea, sad but true. I just don’t get it. they have phones on the barrier island whether its cell phones or land lines. not to mention cable and other utilities. all have franchise fees on the bill.
