Press Journal Columnist: Decision on how to use public lands should rest with the public

Once the power plant is fully decommissioned, how should this public land be developed? Selling or leasing the land for commercial use would require voter approval. City Councilman Val Zudans wants to change the City Charter so that the decision to rest with the City Council alone.
