Victor Hart Sr. Community Complex Playground & Concession ribbon cutting

news release

Indian River County invites residents and community partners to celebrate the grand opening of new playgrounds and a concession building at the Victor Hart Sr. Community Enhancement Complex on Monday, November 9, 2026.

The new playgrounds feature modern equipment, additional shade, and separate play areas for children ages 2–5 and 5–12. Designed with community feedback in mind, the improvements also include an accessible walkway to better accommodate children and families.

“Community feedback played an important role in shaping the project, with particular emphasis on increasing shaded areas for both children enjoying the playgrounds and parents and guardians supervising them,” said Wendy Swindell, Assistant Director of Parks, Recreation and Conservation.

“Victor Hart has long been a place where families come together and lasting memories are made,” said County Commissioner Joseph E. Flescher. “These improvements are an investment in our children, our neighborhoods, and the future of this community.”

The new concession and restroom building features improved accommodations, enhanced lighting, and a convenient location near the parking area. A new service window will also better support local sports organizations and community events.

“We listened to what residents wanted and focused on improvements that would make a meaningful difference,” said County Administrator John A. Titkanich Jr. “From accessible play areas to improved facilities, these investments reflect our continued commitment to providing quality public recreation spaces for the community.”

Indian River County welcomes residents, families, and community organizations to join the celebration and experience these new amenities firsthand.
