“Hurricane Milton left a path of destruction throughout the Treasure Coast, and IRC had reports of tornadoes in the western part of the County, Vero Beach, and significant impact to the homes and businesses on the barrier island,” said John Titkanich, County Administrator.

“Crisis Track helps local Emergency Operations Centers conduct damage assessments and it can also be useful in helping process FEMA grant processes,” said Ryan Lloyd, Deputy Director of

The IRC Emergency Operations Center launched the award-winning damage assessment software solution designed to rapidly and accurately collect damage assessments for the Federal Emergency Management Agency (FEMA) disaster declaration process in September, just before Helene passed through Florida.
Crisis Track uses local government GIS data, such as address points and tax parcel layers, to locate and valuate every structure in the jurisdiction like the County. When an incident occurs, local emergency managers use Crisis Track to identify all infrastructure in an area of concern and send pre-populated damage assessment forms to each damage assessment team’s mobile device. As teams complete the forms, Crisis Track calculates damage costs using tax assessment values and summarizes results for the County staff. Throughout the process, data collected within the County can be viewed in real-time at the EOC.
“We are especially excited about the citizen engagement component of this assessment tool,” said Lloyd. Crisis Tack integrates with the WebEOC system used by all counties in the State of Florida to identify needs, capabilities, and information sharing so emergency managers are better able to make fast, and informed decisions during a crisis when citizens’ needs require immediate action.
Citizens do not need to download the mobile app to participate. The link goes directly to the fillable form for reporting damage to their property or areas of concern so an infrastructure location pin can be assigned to a damage assessment team.
